The Superintendent
A. Duties
(1) The superintendent of schools shall serve as the executive officer of the school board, and shall be charged with the responsibility for implementing the policies of the board. He/She shall prepare the agenda for each meeting, shall attend all meetings, except where his contract is being considered, and participate in all deliberations that do not involve his employment.
(2) He/She shall administer the schools in conformity with the adopted policies of the board and the rules and regulations of the State Department of Education and in accordance with state law.
(3) He/She shall develop administrative principle and procedures for implementing board policies.
(4) He/She shall direct the formulation and revision of salary schedules within the financial resources of the community and make recommendations to the board.

(6) He/She shall be responsible for the selection of the members of the teaching staff and all other employees of the district, and to that he shall recommend to the board its appointment of the applicant he deems best suited for the position to be filled in each case, subject to the approval of the board.

(8) He/She shall direct the in-service training of teachers and principals through conferences, workshops, group discussions, committee studies and the use of consultants.
(9) He/She shall have the power to employ such incidental personnel as may be necessary within the limits of budgetary provisions. He shall be authorized to employ substitutes personnel when any of the regular personnel are compelled to be absent.
(10) He/She shall prepare a list of needs for each department for each year prior to making of the annual budget.
(11) He/She shall prepare and keep up to date an inventory of the property of the district as of June 30th of each year and submit the same not later than September 30th of each year.
(12) He/She shall assign, transfer, promote, demote or dismiss all clerical, custodial operation, maintenance and other instructional employees, unless other provided, subject to the approval of the school board.
(13) He/She shall purchase all supplies and materials approved for purchase by the board. All personnel must use purchase orders signed and approved by the superintendent when purchasing supplies and materials for the school.
(14) He/She shall assume responsibility for insurance program, methods of handling money in individual schools, telephone services, pupil transportation, lunch program, fire protection distribution of supplies.
(15) He/She shall approve applications from outside agencies for the use of school property, supervise such use, and collect rentals in accordance with the established policy of the school board.
(16) He/She shall with the help of the board prepare a plan for use, maintenance, rehabilitation and construction of buildings.
(17) He/She shall have general supervision of all the repairs to buildings authorized by the board and of the maintenance of the land and buildings of the district.
(18) He/She shall be responsible for the construction and alteration of buildings in accordance with the plans and specifications approved by the board. Building inspection in all buildings once a year to be conducted by the school board.
